Needing help creating a formula

I am looking for a way to formulate the data in C19-24 as well as D19-24
using the information in A,B,C and D 1-4. Please note it is counting the
data including the months given and the months between. Can someone please
help with a
formula.

If "JAN" etc. is just text, not a formatted date, then the solution is
needlessly complicated and of limited value.

On the other hand if "JAN" is actually a date like "1/1/2009" (but
formatted to show only the month) and all the dates are in the form
"mm/1/yyyy" (note the day always = 1), then this formula will work in
C19, and can be filled right and down as needed:

=SUMPRODUCT(--($A19>=$A$1:$A$4),--($A19<=$B$1:$B$4),C$1:C$4)
