Nested Workspaces

Is there a way to nest workspaces? This way I can have workspace "A" for
resources who only have access to the files and other tools in that
workspace; workspace "B" for other resources who have access to files and
other tools in their workspace and all workspaces (A, B, .....) flow up to
the uber workspace so I can manage these groups.

there's a way to share the files across spaces using the Sharepoint files tool.
