.NET Office Add-ins and Redistribution rights

I have not found any posts directly related to this topic, so I'm hoping someone can respond

When creating a "Shared Add-In" [for Office] in VS.NET, one of the libraries included in the Setup project is "Extensibility.dll", which comes from VS.NET itself. However, I have not found any specific language stating that it is legally redistributable (unlike, for example, the Office XP PIAs)

A call to MS support stated that this library was not redistributable. This seems like a paradox to me since I don't see how you can develop and distribute a managed Office Add-In without it. Can anyone shed some light on this issue, or at least point me in the right direction

You may re-dist Extensibility.dll. It should have been in the re-dist list
but was overlooked.
