Yes, you need a licensed copy of Access for every user that will run the
app.
Unless...you purchase the developer's tools for your version of Access.
That would allow you to distribute a runtime version of Access royalty free
to your users. The runtime is a version that lets you "run" Access apps,
but not develop them.
However...the cost of the developer's kit and the extra trouble you would
have to go through cannot be justified for only three more users. You are
better off just buying three more copies of Access.
