Network Problems Prventing connection toMicrosoft Exchange Server

I need help please. I have uninstalled and reinstalled Office 2000. When I
try to load and start Outlook I am unable to do so because of the the message
"Network Problems Prventing connection toMicrosoft Exchange Server". Thought
it may have been Norton Internet Security? Outlook goes to "program not
responding"? This is really screwed. Any help is appreciated.
