never actually been able to get outlook 2002 to work...

i've never been able to successfully set up an email account with outlook. i
keep getting these errors:

*Send test e-mail message: The specified server was found, but there was no
response from the server.
*Log onto incoming mail server (POP3): The specified server was found, but
there was no response from the server.
