new address book folders

why can I not create a new address book folder?
I have the contacts list, and about 7 folder...

'Help' says to click 'new' on the toolbar and then 'new folder'

When I click 'new' on the toolbar, by only options there are 'new contact'
or 'new group'.

this is driving me crazy!

I run Outlook 2000

Outlook has no such thing as "address book folders." The contacts folders that you see in the address book are ... contacts folders, which you can create with the File | New | Folder command in the main Outlook window.
