New and changed assignments envelope on all tasks

I have a project with enterprise and local resources that shows the yellow
envelope with the red “!†on most of the tasks after I change a task
assignment or add a task. It appears on all tasks that have resources that
are part of the “Default†Workgroup. “Default†is comprised of resources
within our enterprise resource pool. I do not get this icon on tasks that
are assigned to local resources (workgroup is “Noneâ€.

Once I Publish New and Changed Assignments, they go away until I make
another change. This is unique to this project and does not happen on other
project work plans. Any idea what is causing this behavior?
