new document in Word 2003

Every time I open Word 2003 or try to create a new document based on
Normal.dot (or "new document"), I get a document that has no top page
margin, even though in my Normal.dot and in the newly created document
the top margin is listed as 1" under PageSetup.

Anyone seen this before and/or know a solution?
