New Domain and Synchronization

We are moving all of our users to a new domain. How do we setup
ProjectServer/PWA to poll from both domains for AD syncing? How does server
know what domain to gather its information from? Is it determined by the
local groups on the server or by what domain the server is attached to?

You can only sync with one AD group per security group/ERP group, so you'll
need to configure a trust between the two domains and create a Universal
Group which contains members from both domains.

The user account under which the sharepoint timer service runs will need AD
read permissions to each AD security group.

If you refer to AD security groups in Project Server by their short name
then only to local domain (ie the domain the server is attached to) will be
searched.
