new e-mail doesn't show up

Strange problem. Outlook from Office 2007 and Exchange 2003 (SBS).
At times the newest of mail messages do not show up in the user's
inbox. This keeps on getting worse by the day. The only fix so far
has been to delete the user's profile and then create a new one. Then
Outlook/Exchange work normally.....for a while. Then the problem
repeats.

On the Exchange server, this user is tied for thrid place in the
number of messages, but has first place locked up in terms of the
amount of space his messages have in the database.

Any ideas would be welcomed.
