new email notification window in Outlook

Hi there,
Is it possible to have a popup window in Outlook 2000 or 2003 whenever
you want to send an email during a day to remind you of something?
Like "think twice before sending an email".
Is it a feature that can be used in Outlook or can it be scripted
somehow?
