New email opens behind Outlook window

I have two users who are having this issue. WinXP sp2, Outlook 2003. One of
the computers recently had XP re-installed. Also tried updating the video
driver to no avail.

When they compose a new email, the window opens behind Outlook and they have
to minimize Outlook in order to access the new mail window. I've seen a few
posts describing similar issues and other focus problems. No good solutions
yet.

We do not have Plaxo installed. Saw that post and wished it was that easy.

Any more ideas?

Update: Did some digging and apparently fixed the issue with TweakUI. The
whole thing was kind of misleading, but hey, we're talking Microsoft....

New program window appears behind all other open windows on a Windows
2000-based, Windows XP-based, or Windows Server 2003-based computer

Yet another update....

The TweakUI fix didn't work.

Does anyone have an idea for this? Anyone? Help!

(You know....Lotus Notes never did this kind of stuff! sheesh!)
