New email undeliverable 'RELAYING PROHIBITED" Why?

ALL of my new email messages (OUTLOOK) on this new computer are
"undeliverable" because "relaying is prohibited". How do I enable "relaying"
(what does this mean?) so I can send email?

Second problem: Despite checking all of the correct boxes, I cannot get WORD
to be my email editor (OUTLOOK cannot 'find' WORD!). What am I doing wrong?
