New Event Handler Problem

I'm trying to create an event handler. I go through the step of creating it
(properly), but it's taking 30+ minutes to finally register.

What job/queue/schedule creates these event handlers. I can't figure out
why it's taking sooooo long. Very frustrating to test. The machine is under
virtually no load.

Also, I saw in the event log that the event was called. At least it said it
was calling the event. The first thing the event does is writes to the Event
log, but I see nothing in the Event Viewer nor any errors in the log file.
Due to firewall restrictions at my client site I can't remote debug. What
other options do I have?

I was able to register the Event Handler and it finally wrote two log
messages, but it took 1 hour to show up. Now i'm trying to remove it from
the site so I can update it, but it's still hanging there.

Windows Server 2003 x32
Sql Server 2005
Project Server 2007 with sp1

2 Dual core processors
4gigs memory

Very little load. Generally around 5%.

I got it working properly. It needed the service packs for share point and
project.
