New folders always share even when no share exist

I upgraded from OL 2003 to 2007. I see all of my original folders in the tree
view. Now when I add a new folder under Inbox outlook puts the sharing hand
on the folder. The folder is not shared and has the same permissions as my
original files. If I delete the Default under permissions the share hand goes
away.....for a time, then reappears.

What is happening?
