New Items Alert Window Outlook 2003

After reinstalling Windows and Office 2003 the New Alerts Window doesn't show
up. I setup Rules and Alerts and specified certain people would show up in
this window when I receive an email from them. However, when they send me an
email I'm only getting a Desktop message (lower right corner of screen). I
want the small Window to show up when I go into Outlook like it did before
reinstall.
