No, the old office would have to be installed from the original installation
disks OR if you have the installation disks you can simply use them when the
new upgrade disk asks for a qualifying program. Without the disks the
upgrade is probably no good. A new computer may also have Microsoft Works
installed (as many computer manufacturers do install it.) If that is
included with your new computer you can use that as a qualifier for Office
2007 upgrade disks. There is an issue however that is covered by a KB

The reason copying the files is that the upgrade program, AFAIK, looks into
the registry to see if the program is installed. Copying the files won't
put the proper links into the registry.
