New meetings will not display as "tentative"

When I send a meeting request to an individual, I'd like
that request to show up as "tentative" in the
individual's calendar without the individual needing to
do anything with the appointment. I need this feature to
assist with scheduling meetings when the individual is
out of the office. The individual is getting double
booked.

Is there a setting in Outlook 2002 or 2003 that will
allow me to do this? Thanks

I have a similar problem.

Attendees do show up as tentative with no action on their personal calendars but not on the scheduling tab (File|New|Appointment). This means that the time appears to be open when it is not.
