New message subject field 'missing'

One of my users is telling me that when they try to create a new message the
'subject' and 'cc' are not available, apparently just not there at all. Using
Office 2000. They're telling me they think they may have pushed a button but
not sure which one!
Does Outlook have a general template for messages in the same way that Word
has a 'blank' template?, and could it be that the template is corrupted in
some way?
I can't find the answers, can anyone help please?
