New message "TO" line

Using Outlook 2003. My contact list is sorted by last name. But when I click
the "TO" button in a new message, it brings up my contact list sorted by
first name. How do I get that contact list to sort by last name?

Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change… > Set your sort order there
