New message window opens behind Outlook instead of on top, fix?

Sometimes when a new email is created by clicking on the New button in upper
left corner of Outlook 2003 the new email window opens up behind Outlook.
Has anyone had this problem or know of a way to all new emails created to
always be moved to the front of displayed windows?
