New Page for each Group

I have a report based on a table that lists:

Part Number
Location

There are several Locations and each location can list a number of Part
Numbers - some Part Numbers appear in more than one location.

I am trying (without success) to have a report print so as to list first by
Location, then by Part Number where each Location should start on a new
page, despite some locations running to several pages. But I am having some
locations, with few Part Numbers listed, sharing the same page. I want them
to have their own page(s). What am I doing wrong?
