New Print Layout Doc-No Top Margin

When I start a new document in Print Layout mode, the
cursor is at the very top of the visible page. There is a
left margin. but there seems to be no top margin
(however, Page Setup says there is a top margin of 1" at
this point).

I have had to resolve this visible discrepancy by
selecting Header and Footer to reveal the top margin, and
then reselecting Print Layout on the View menu - every
time I start a new document. ... I'd prefer a new Print
Layout document to show the 1" top margin first off.

I bought my laptop with Word 2003 already installed on it
two months ago. This started happening after about two
weeks.

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
