New Project permission and Changing Owner

How can I change the project's owner without giving to
the new owner the grant to create New Project ?

When I go to the WEB Access tool, in project center, if I
highlight the project and if I click "Edit Project
Details" only people who have the grant to create New
Project permission appeared?

I am aware about the proces to change the owner of a project.

I am having this problem as well. Has no one on this board responded? We
wish to prohibit PMs from opening new projects on the server but wish to be
able to identify them as project owner. The PMO will assign this. Any
ideas??

I do not believe you cannot solve this project, as the New Project
permission is tied to the permission to change the project Owner. Sorry.
