I am assuming that you have supplied each member of the Executives group
with a licensed copy of Project Professional 2007 with the latest Service
Packs and Cumulative Updates. I am assuming further that you have helped
you executives to set up a Project Server login account in Microsoft
Project 2007 as well.
Furthermore, I am assuming that you have NOT changed any of the default
permissions in the Executives group in PWA. If you have done so, your
changes could nullify anything I document below. To set up members of
the Executives group to be able to open a master project in Read-Only
mode, here is what you will need to do:
1. When you create the master project for your executives, insert each
of the individual sub-projects in Read-Only mode. DO NOT insert them as
Read/Write projects! To do this, select a project in the Insert Project
dialog, select the Read Only option, and then click the Insert button.
After you create your project, save it and publish it. If prompted to
save changes to the individual subprojects, always click the No To All
button. After completing this first step, you now have a master project
ready for viewing by your executives in Microsoft Project 2007.
2. Edit the Executives group to allow its members to connect to Project
Server through Microsoft Project 2007. Log into PWA with administrator
permissions, then click Server Settings - Manage Groups. Click the name
of the Executives group to open it for editing. Expand the Global
Permissions data grid at the bottom of the page, and then set the Log on
to Project Server from Project Professional permission to Allow. Click
the Save button.
3. Create a custom Category that gives access only to this master
project. In PWA, click Server Settings - Manage Categories. Click the
New Category button. Give the Category a name, such as Executives Master
Projects. Add the Executives group to the list of Users and Groups. In
the Permissions for Executives Group data grid, select the Allow option
for the Open Project permission. In the Projects section, add the master
project to the list on the right. You do not need to select anything
else. Click the Save button.
With these three important steps completed, you executives to connect to
Project Server through Microsoft Project 2007, and they will be able to
open the master project in Read-Only mode. They will NOT be able to save
the master project or any of its subprojects. I have tested this with a
master project and with a user in the Executives group, and it works
great for me. Hope this helps.

Strangely enough, Microsoft set the New Project permission by default
for members of the Executives group. Yes, this permission allows a
member of the Executives group to create a new project in Microsoft
Project 2007, but not to save it. But here's the catch: members of
the Executives group DO NOT have permission to log into Project Server
using Microsoft Project 2007! So, one permission blocks the other
permission.
In regards to your original question, by default, members of the
Executives group can already open the master project and expand the
subprojects from the Project Center page in PWA. Is that not
acceptable to them? If your executives want to open the master project
Read-Only in Microsoft Project 2007, then there are more settings you
need to select in the Executives group, plus you need to create a new
Category, plus you need to provide each of them with a licensed copy of
Microsoft Project 2007 and show them how to set up a login account.
So, let us know more about what you are trying to accomplish and we
will try to help you.

Project Server 2007:
Could confirm or not that the "New Project" permission (in the Global
permissions, Project section) for the Executives group, allows the
Executives to create a new project, but not to save it ?
In fact I want to limit the Executives group to open master projects
containing several sub-projects, but I want to prevent them from
saving any sub-project.
