New Record In qeury Even if some Fields Are Blank

OK so I want a new record for every action... however my query is combining
tables.
Query Wanted:
Name Link Email RFI
Tom B 01
Tom C 02
Tom Yes

HOWEVER..This is what I am getting

Name Link Email RFI
Tom B 01 Yes
Tom C 02 Yes

Help?
