New Template

I am trying to create a template for a club newsletter that I can print on
8.5 X 11 inche paper folded, such that page one is on the first fold and page
two is on the second. I would like to include headers and footers. DO you
know how I can create one or is there one like this out there?

what program ?
Page one is on the first fold by this do you mean on the outside like the
front of greeting card or on the inside?
