I am trying to perform a lookup but also do arithmetic calculations.

=SUM(B5 -3%(LOOKUP(B5,D5:F17)*?

B5 = 1000
? IS THE VALUE OF MY LOOKUP FORMULA

Perhaps:
=B5-3%*LOOKUP(B5,D5:F17)

I'm not clear on exactly what you are wanting to do. Perhaps if you
