New Top page with page banner and not in navigation.

In my web I have a table of contents page that appears in the "Navigation
View" right next to the home page. It has no connecter to the home page
what so ever.

All the other pages are either connected to the home page or connected to a
page that is.

When I look at the navigation bars built by front pages in the web, the
"Contents" link is not in there anywhere (just like I want it).

I want to add some other pages that will have the page banner, but not have
to appear in the navigation anywhere. If I add them to the navigation view
(even as a top page), or create a new top page, they appear in the
navigation of the other pages. If I rt-click them in the navigation view
and tell it to exclude them from navigation their page banner disappears.

How does FrontPage know to keep the toc.html (Contents page) out of the
navigation and yet still allow it to have a page banner? And how can I
duplicate that for my own page(s)?
