new unwanted toolbar i can't switch off

To the left of the row numbers is a toolbar that has + & - signs and numbers
at the top. When clicked these hide and unhide rows. What is this and can I
switch it off?

Either you have the data grouped under data>group and outline and where you
select "Clear Outline"
to remove it. Or you have data>subtotals applied and where you turn it of
doing data>subtotals and select
"Remove All"
