New user gets CD request

We are running 400+ PCs with Windows 2000 and Office
2000. If a new user logs on a PC and then launches
Outlook, it starts a software install wizard that requests
the original CD. We don't want that to happen. We have
discovered that if we immediately close the wizard we get
the regular new user wizard that asks for the exchange
server name and new user name, etc. Do you know how to
fix this?
