I would say it is having enough skills with Excel to satisfy the needs of
whomever you are reporting to or is judging those skills.

i.e. what does your boss expect of you?

Its a new position i am taking up and they wanted working knowledge of excel.
I know the basics but I do not know in a rating of 1 to 10 where would i be
rated.
