I didn't realize there were many other applications being made
available as a broader MS Express initiative [1].

As I recall, Microsoft has said in the past they were going to make
it possible for the subject matter 'analyst' to develop applications and
the MS Express initiative appears to be the beginning of that endeavor.

Its "Visual WebDev Express" that will be the entry level ASP.NET
developers IDE noting there is an emphasis on ASP.NET 2.0.
