I don't use xl2007 very often, but I started it up and changed that setting. I
closed excel and reopened it and still got 1M rows.
So this isn't the solution.
I'd still look for book.xlt* files.
You may not have looked in some hidden folders.
Using windows xp home, I can do this:
Windows Start button|Run
type:
CMD
(to get to the Command prompt)
C:
(to get to the C: drive--change this to the drive that excel is installed on)
cd\
(to get to the root directory)
dir book.xlt* /s
The /s says to search subfolders, too.
Make a note of the locations of the found files.

Again, when I open Excel, what I see is a blank worksheet labeled Book1
[Compatibility Mode] with Sheet1 and Sheet2 (I set mine to have two sheets
when I create a new workbook). Just to be sure, I press End then Down Arrow
and it goes down to row 65536.

And are you positive that the default workbook format is xl2007?

Did you copy over your book.xlt from your older version of excel?
Look in all your XLStart folders.
