Microsoft has not announced anything about a next edition of OneNote. I
would imagine they will wait until the Longhorn operating system specs are
ironed out, so it may be 2006 before we see anything.

No specific date has been announced. There may be another Service Pack
later this year, but if there is it won't add any substantial new features
this time - only bug fixes.
The next new version won't be out until next year at the earliest.
