Newbe question - Please help

I am customizing the look and feel of a SharePoint (WSS) site using
FrontPage. The "Documents and Lists" page is in the _layouts/1033 folder and
named viewlists.aspx.. When I try to navigate to that page, I get a message
saying: "Files in the _layouts folder are not available for editing." What
property of that path makes it "not available for editing," and is there a
"work around?"

You have to be logged in as a member of a group that is allowed to edit that
folder.
