Newbie: Difference between Insert Project and New Window

Project 98 query. Can someone outline the differences
between:

a) Creating a new project and using Insert>Project to
create a consolidated file
and
b) Opening multiple projects and using Window>New Window
to create a consolidated view.

Is this one and the same thing?
