I'd like to implement a simple weekly status system with Infopath. I
want to store employees, projects, hours, etc. in an Access database
with data entered into Infopath forms (manager reviews status, data
persists to database).

For starters:
I need to store which employee logged tasks. So I need to populate a
drop list or list box with employee names and their associated database
IDs. Can't figure out how to do that (a drop list seems to be able to
store only it's actual text value, no related key).

So maybe I'm thinking backwards here. The infopath way is to store
digital signatures. Fine, how do I relate that digital signature with
tasks in my database so I can view reports of tasks by employee? Or
maybe this isn't a task suited for Infopath.
