NewDocument event not fired???...

Hello,

When I double-click Word icon from shell twice, two new Word documents are
opened. But it seems NewDocument event for the second document is not fired.
If you click Word icon once(one new Word document is opened), and choose
"New document" from menu, NewDocument is fired correctly.

Is this behavior by design, or there is another way to catch NewDocument
when new document is created via shell?
