Newly imported / saved template does NOT reflect default custom fieldvalues when opened

After adding a Template to the enterprise using "Save As" (after first
opening from a file), I noticed that once that's done when I create a
new project from the template, all of my custom fields that should
have a default values are blank, whereas if I create a "blank" project
without using the template I just did a "Save As" on, all the custom
fields default values display.

Whats the deal?
