No; Outlook has no newsreader capability, never has
You can create a news Btn within Outlook, which opens your default newreader

Not natively, no. If you have an Exchange server you can rig up some
NNTP capability or you can use a third-party solution like NewsHound
(http://www.shorelinesoftware.com/) to do it.
