No accept or decline buttons in Preview pane

We are currently in the process of migrating to Office 2007 and we are
dealing with the problems as they arise. The issue-du-jure is that we have a
user that when they receive a meeting notice, there is no Accept or Decline
buttons it the preview pane. Instead there is a line that reads no action
necessary with an information icon. The request is set at tentative. If you
open the meeting request, the buttons are there and can be selected.

Is there any way to make this act more like Outlook 2003 with the Accept and
Decline buttons in the preview pane?

The meeting are sent directly to the person. We are currently on Exchange
2003.
