No Accept or Decline Option for Meeting Invitation

I have several Office XP users reporting that when they send an Invitation
for a meeting in Outlook, the recipient is not receiving an Accept or
Decline Option at the top of the message. Does anyone have suggestions to
fix this problem. Thanks in Advance
