no alert notice for incoming mail set to a folder

applying rules and alert, i set incoming mail to a folder, there is no flag
that mail has arrived.

on the outgoing mail, the rule set does not work??

You can include a notification action in your rule.

on the outgoing mail, the rule set does not work??
