no allowance for top margin when printing avery labels - why?

Using Avery J8651 inkjet labels - when printing them the printer does not
allow for the top margin. If I print the same thing onto plain paper the
margin is allowed for. Why is it not allowed for on the label sheet?

If it prints correctly on plain paper but not on label sheets,
then the problem is probably with your printer's paper feed
mechanism not feeding the thicker label stock correctly.
