No clip art available to view.

I cannot choose clip art because there is no clip art to
view. Also, when I forward an e-mail that has clip art
in it, it takes the clip art out and adds it as
attachments.

You might have Image Placeholders turned on. Check Word>Preferences>View to
ensure that Drawings is checked and Image placeholders is not checked.
