No data using outline code?

I created an outline code drop-down list for skillsets. But you cannot see
any data if you click on the drop down. You have to go into the resource
information dialog to select a value. But even after I do this you can still
not see the data that was chosen. What is wrong here?

I know you know what you're talking about but your post begs a few questions for us readers that can't see your computer screen. If you can respond to these questions you're likely to get some good answers.

Are you using project server?
If so, are you creating the field as an enterprise field?
What view are you looking at where you can't see the the data?
Are we talking about viewing this in project professional or project web access?
