:( No Dictation Voice recognition on second account

Dictation is not recognised at all when logged on as a different account.
Administrator's account works & recognises perfectly.
But on other accounts, Voice Commands work OK but Dictation recognition is
non existant.
Tried a new/fresh profile. Cant diagnose this problem.
Anyone seen this before?
Office 2003.
