Here are three articles about uploading your website to your web host. If
you are using a form in your website you will need to use HTTP uploading
protocol, otherwise you may use FTP:

Note that the articles described the process for Pub 2000 - 2003, and there
are some differences. One basic difference is that with Pub 2000 you
generate the web files by File > Save As a web page, where in 2003 for
example you Publish to the Web. Also Pub 2000 does not produce the subfolder
that is found in 2003, but it will automatically produce a "Publish" folder
on your hard drive to contain your html files if you Save As to your
computer. Just realize that there are differences between the version of
Publisher as you read these articles.
I agree with Don, that using FileZilla for FTP uploading is probably a best
choice, especially if you are using IE7. There are excellent directions
available for download at the FileZilla site.
I would also suggest that you go to your webhost and read the FAQs and
support articles about how to upload your site for specific directions that
apply to that particular host.

Some of this information is a little dated as you do not have "web folders"
in XP, but this is basically describing HTTP uploading protocol with FPSE.
The FTP uploading instructions may be helpful.
